The pace bowler has claimed 309 wickets in 71 appearances with an average of 22.10.
The Australian chief selector Bailey has declared that skipper Cummins will be a central figure in this winter's Ashes series.
There were concerns that the veteran bowler might sit out due to a ongoing back issue that had not yet healed.
Initial reports from team management suggested no final decision had been made regarding Cummins' participation, with the Test matches kicking off on the 21st of November in Western Australia.
Bailey expressed that the captain is progressing and felt positive about the prospects of being involved.
"We know that the window is narrowing and there are permutations involved, not just the back issue, but additional elements," the selector added.
"We're encouraged. We firmly believe that he'll participate in a key capacity. Hopefully from the opening match. Should that not happen, then we'll pick it up."
Past Concerns
Cummins was ruled out the ODI and T20 games against India and New Zealand in the previous weeks after scans revealed a lower back issue.
He has a history of spinal problems, with setbacks in multiple past seasons leading to absences from three Australian summers in four years.
Cummins stated he would be ""aggressive" and "take risks" in his comeback strategy to secure his spot for the series.
The selector indicated that there was no confirmation if Cummins had begun bowling as part of his recovery but admitted it was "getting tight" for him to be fit for the opener.
Contingency Plans
If he's unavailable, former captain Steve Smith will assume leadership.
Versatile player Green was withdrawn recently from the national team for their limited-overs matches against the Asian giants as a preventive step because of soreness in his side.
He labeled it as a "small issue and mentioned that he'll feature in the Sheffield Shield, so will be "in a good place to deliver overs."
"Considerable effort has gone into developing the strategy for him to participate for the first Test as an all-rounder," the selector detailed.
"Originally, he'd only feature in the first two ODIs anyway. How he handles the bat in limited-overs, should it hinder progress for 24 more hours, we opted to approach this more conservatively."
