Congressional GOP Back President's Proposal to Overhaul Obamacare

US lawmakers are meeting during the weekend for the first time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to recede as Republican senators floated a plan toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Consequences of Federal Closure

The effect on Americans from the lengthiest shutdown of the US government in history deepened on Saturday, as federal workers went unpaid, airlines were forced to ground planes and SNAP benefits have been postponed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's session got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's proposal on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Reaction

Democratic lawmakers expressed alarmed reactions to Trump's proposal.

"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by the public and Congress."

Another lawmaker reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."

Ongoing Talks

The Senate went into recess without reaching a resolution, but Senate Republican leaders have signaled an willingness to an emerging plan from a handful of centrist lawmakers to end the closure in return for a future vote on the ACA payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.

Another leading Democratic senator persisted in arguing that Republicans should accept a 12-month continuation of the subsidies before negotiating the future of the subsidies.

"Inaction is derelict because people will go bankrupt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of eight Democrats to restart the government, and the concept of repealing and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.

Some analysts indicated that the essence of such a plan would eliminate the ACA's mandate that insurance companies cover individuals with pre-existing conditions.

After his golf outing, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the plan that was unsuccessful to secure enough backing in 2017.
